Quebec's consumer protection law defines a merchant as anyone who provides products or services to consumers as part of a ongoing business aimed at making a profit.
Under this law, manufacturers and advertisers are also merchants.
However, farmers, artisans and professionals working on their own are not considered to be merchants.
